Statements from recent appointments to HUD, FHA, and other agencies indicate broader policy changes. What directions do lenders and home buyers want for housing finance reform?

Maureen YoungMaureen A. Young, Senior Regulatory Counsel & Senior Vice President, Bank of the West
Maureen A. Young is Senior Regulatory Counsel and Senior Vice President at Bank of the West. She advises the Bank on a wide range of financial services regulatory, compliance, examination, and corporate governance matters, as well as regulatory strategy and policy issues.  Prior to joining Bank of the West in 2016, Maureen was a partner in the financial services practice of a large international law firm and senior regulatory counsel at two other financial institutions. Maureen is the immediate past Chair of the Banking Law Committee of the American Bar Association Business Law Section. She is on the Board of Directors of the Financial Women of San Francisco.

Mike Flynn is a partner in Goodwin’s Financial Industry and Fin Tech practices and chair of its Banking and Consumer Financial Services practices. Mr. Flynn has held senior leadership and management positions in industry and government, including service as Acting General Counsel for the U.S. Department of Housing and Urban Development and as General Counsel of both Flagstar Bank and PNC Mortgage. Mr. Flynn applies this unique background in banking, consumer financial services, and mortgage to advise clients on matters concerning regulatory, compliance and legal operational issues, secondary market and other transactions, and regulatory enforcement. He is a Fellow of the American College of Consumer Financial Services Lawyers, the American College of Mortgage Lawyers, and the American College of Real Estate Lawyers.

Hilary GevondyanHilary Gevondyan, Vice President & Associate General Counsel, First Republic Bank
Hilary Gevondyan has expertise in commercial and residential real estate law, consumer and bank regulations, and strategic issues that face regulated banks, particularly during growth stages. She currently serves as Vice President, Associate General Counsel at First Republic Bank, where she provides strategic and day-to-day advice to executives, bankers, board members, and other key bank personnel regarding consumer and commercial lending transactions, facilities issues, deposit and fraud matters, special assets, and secondary market considerations. Previously, Hilary spent over 10 years in commercial real estate private practice. 

 

Maurine C. PaddenMaurine C. Padden, Executive Vice President & Chief Operating Officer, California Bankers Association
Maurine Padden is the executive vice president and chief operating officer for the California Bankers Association (CBA). In that role, she leads senior officers of the organization responsible for government relations, communications, education, professional development, and membership in addition to directing the day-to-day operations of the association, including P&L management. Maurine also serves as an executive-level contact to position the industry and articulate its views on federal political, legislative, and regulatory matters. She has represented CBA since January 1989 as an association executive.
